Who We Are
With 15 years of experience in municipal approvals and government relations, The Land Planners Inc. specializes in infrastructure siting, visual impact analysis, and planning strategy — helping projects move forward while respecting the communities and urban environments they become part of.
Analytical Capabilities

The analysis behind
the application.

Approvals stall on the studies, not the cover letter. We produce the technical analyses municipalities and external agencies look for — built in-house with our own GIS, line-of-sight, and visual-impact tooling, applied across telecom, utility, signage, and energy infrastructure.

Site selection tool: land-use zoning overlaid on existing licensed infrastructure across the search area
01 — Siting
Site Selection
Land-use and zoning context layered over every publicly-licensed structure in the search radius — telecom, utility, signage, and energy infrastructure alike. Siting decisions become defensible against municipal policy, official plan designation, and existing infrastructure from the first submission.
Zoning overlay Land use Multi-sector inventory
Visual Impact Analysis tool showing terrain cross-section, line of sight, and obstruction reporting
02 — Visual Impact
Visual Impact & Sight-line Analysis
Terrain-aware, leaf-on visibility studies documented to recognized engineering standards. Cross-section profiles, obstruction reporting, and earth-curvature correction — the evidence that defuses objection letters before they land. Applies to towers, billboards, signage, monopoles, and any vertical infrastructure that triggers visual concerns.
Documented standards Open-Elevation DSM-aware
Capacity report showing registered equipment heights by operator on a vertical structure
03 — Capacity
Capacity & Co-location Reports
Detailed reports on registered antennas, fixtures, and operators on a vertical structure — showing structure top, current occupancy by carrier or operator, and remaining vertical range. The data municipalities and reviewers expect to see before a new structure is even considered.
Regulatory records Per-operator PDF export
Photo simulation, real context.
Proposed structures rendered into actual ground-level imagery at the proposed coordinates, with scale references and accuracy metadata documented for the submission record.
SimuTower photo simulation of a 120-metre wind turbine in an open agricultural setting
Energy
Wind turbine — agricultural context
120m turbine simulated at 329° from camera, 259m away, with leaf-on canopy and documented accuracy card.
SimuTower photo simulation of a 35-metre digital billboard along a highway corridor
Signage
Digital billboard — highway corridor
35m billboard simulated at 353° from camera, 64m away, framed against the median and adjacent overpass.
SimuTower photo simulation of a 70-metre aviation-marked lattice telecom tower in a rural setting
Telecom
Lattice tower — aviation-marked
70m lattice tower simulated at 288° from camera, 123m away, with aviation marking visible in line of sight.
Built in-house, used on real files.
Every analysis above is generated by our own planning toolset and delivered as documented exhibits in your submission package. Always exactly what the reviewing agency expects.
Sectors We Serve

No matter the sector.
We know the path.

Our planning and approval expertise applies across every infrastructure sector that intersects with municipal and provincial regulation — from carrier-grade telecom to roadside signage to the EV grid being built out today.

Telecommunications
Wireless towers, rooftop antennas, and small-cell installations. ISED consultation, municipal site-plan approval, concealment design, and public consultation managed end-to-end.
EV Charging Infrastructure
Site plan approvals and utility coordination for Level 2 and DC fast-charging networks at commercial, municipal, and multi-residential properties.
Oil, Gas & Energy
Land-use designations and environmental assessments for pipeline corridors, compressor stations, and substations across multiple jurisdictions.
Commercial & Industrial
Zoning amendments, site plan approvals, and development agreements for retail plazas, industrial facilities, and employment-land conversions.
Residential Development
Official Plan Amendments, Zoning By-law Amendments, and Site Plan Approvals for mid-rise and high-rise residential where utility infrastructure is involved.
Home Projects & Renovations
Building permits, zoning certificates, and minor variance applications for home additions, detached structures, and residential renovation projects.
Small Business & Hospitality
Change-of-use applications, patio permits, and sign variances for restaurants, retail operators, and hospitality businesses navigating municipal approvals.
Digital Media & Signage
Third-party sign permits, billboard approvals, and digital display variances under municipal sign bylaws and outdoor advertising regulations.
What We Do

Planning &
Approvals

Every infrastructure application needs a body of analysis behind it: studies, reports, and documentation that demonstrate compliance with municipal policy, zoning, external agencies, and provincial frameworks. That is the work we do, end-to-end.

01 — Studies & Analysis
Planning Studies & Technical Reports
The analytical foundation every approval requires — produced for carriers, infrastructure owners, and municipal clients across all sectors.

How We Work

Every file.
One clear process.

Every planning mandate follows the same five-stage workflow across all sectors and provinces. Weekly written updates. Direct access to your planner. No surprises.

01
Preliminary Review
We review the site context, applicable approval framework, and known constraints to determine whether the project should proceed to formal study.
02
Technical Documentation
Required planning studies, visual simulations, justification reports, and submission materials prepared based on project scope and agency requirements.
03
Formal Submission
Application packages coordinated and submitted to the relevant municipalities, utilities, and external agencies as required.
04
Review Coordination
We manage technical responses, revisions, and agency correspondence throughout the review process.
05
Approval Closeout
Final approvals, clearance documentation, and project records assembled and issued upon completion.

Ontario Telecom Protocol Atlas

A working reference to telecommunication tower siting protocols across Ontario’s 443 municipalities. Shows documented municipal bylaws as-adopted — no inflation, no inferred memberships. Every record marked with verification status so you know what’s been confirmed vs. what needs a phone call.

Methodology · This Atlas reports only what municipal bylaws and protocol documents have confirmed. Where a municipality has no documented protocol, the record shows “Unknown” — not “ISED default” — because absence of data is not confirmation of the default. Fees are shown as-adopted with the adoption year clearly stamped; no inflation or estimation has been applied. Users should treat every fee as a reference point and verify the current amount directly with the municipality before filing.
